iphone 11 - keep alarm and timer sounds on high even when using the phone?

when I am using the alarm feature or the timer feature, the volume will vary. if i have the phone open or pick it up and move it the volume will drop or i won't hear the timer/alarm go off at all. this never happened with my iPhone 7

is there a way on the iPhone 11 to keep those volumes up all the time and not auto adjusting?

thanks!

iPhone 11, iOS 13

Go to Settings>Face ID & Passcode>Attention Aware Features, turn that off. You will see a short explanation of that feature below the switch. The phone "sees" that you look at the phone and will reduce the volume to prevent disturbing others if you are paying attention to the phone.
