I use both my iPhone and my iPad to get notifications. However, I don’t want to re-read ones that I have read on a device. How do I insure that when I read and deleted a notification on my iPhone it is also deleted on my iPad ?

There is no way to achieve that. Notifications are received independently by each device and are then dismissed independent on each device. They do not sync across devices by any mechanism.
