I really want an Apple Watch but I have to turn my phone off during the day. I don't want to pay lots and Series 3 GPS only seems like a reasonable price to me. Can it connect to WiFi without my iPhone nearby and powered on??

Yes it can but the WiFi network must be known to the iPhone first.
It must be a 2.4 GHz network.
