Can't download apps. Says I need iOS 11 already tried updating and it says it's up to date.

If your iPad will not update past 10 then you have an iPad (4th generation). This iPad model does not support any system version newer than 10. You cannot update your iPad any further. If you need to use an application that requires a newer system software version then you will need to purchase a newer iPad model.

I'm trying to get the newest iOS but it says my iPad is already at the highest. I can't download apps because it's not the newest iOS. What can I do to resolve this.
