Apps not loading

My iPhone 6S has done a software update automatically to IOS 13.3 but now none of my apps are opening.

could you please advise?

I have tried shutting down the iphone many times & closing apps and reopening them but that does not seem to work, the other issue is that the app store app does not open ether.
