Late 2012 Mac Mini doesn't show OS Catalina as an update

According to the macOS Catalina page, it states that MacMini 2012 or later should be able to update. right now I have Mojave and when I click on software update, nothing shows up. When I go to the app store and look up Catalina it shows a cloud download icon. When I click that it goes back to software update and does not show the catalina update.

Mac mini, macOS 10.14

Look in your Applications Folder for the macOS 10.15 Installer.
