How can I cancel a subscription that is debited on my card from another Apple ID of which I no longer have the password?

See if you can recover the password. Enter the Apple (iCloud) ID and click Forgot Password.

If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
