I have turned off "Block all Cookies" in Safari Preferences for the sake of two sites that I use for school. However, just in Safari, both of those websites give errors saying that I need to unblock cookies still. Firefox works fine.
MacBook Pro 13", macOS 10.15
Safari > Preferences > Privacy > Website tracking
Uncheck the boxes beside > Prevent cross-site tracking
Cookies and website data:
Uncheck the box beside “Block all cookies”.
Click Safari in the menu bar then” Settings for This Website”.
Click inside the box next to Pop-up Windows” and choose “Allow”.

Few users who had this problem were able to resolve the issue by running Safari Technology Preview browser.

The first suggestion did not work, but Safari Technology Preview did work, so hopefully the next update to 'normal' Safari will fix this error. Thanks!
