Monthly payment Itunes

I have pay twice (taken payment from my bank account twice) my subscription for the the monthly payment but I still can not access to ITunes and it says I need to make the payment again. Can you help, please?

What exactly are you trying to pay for? iTunes does not cost money unless you mean iTunes Match, or Apple Music?
