If i upgrade my ICloud Storage to $2.99 per month for 200GB it says it can be shared with your family does that also mean i can get access to photos? or is it just the 200GB being shared with all devices

You won't be able to access photos or anything else in other member's storage. See the following from Share an iCloud storage plan with your family - Apple Support


When you share a storage plan, your photos and documents stay private

and everyone keeps using their own accounts with iCloud—just like when

you have your own storage plan. You simply share the space available in

the iCloud storage plan with your family members, so you only have one

plan to manage.


However, family members can add photos to the shared photo album; they can do that whether or not you are sharing a storage plan.
