Apple Watch not turning on, shows red Apple logo?

I didn’t use my Apple Watch for several months since I only use it for work and was on a leave. I took it out today charged it overnight and when I went to go use it in the morning it wouldn’t turn on. I tried to do a restart and it shows a red Apple logo that fades away, I tried to ship it in for a repair and it’s charging me 200. I don’t think I should be charged since this is not an issue that was accidental or any of my fault it was working just fine until I stored it away for a while.
