I’m wanting to get a pencil for my iPad but I need to know if It would work with an iPad mini 3.

An Apple Pencil requires at least a fifth generation iPad Mini.

If the Apple Pencil doesn't support your iPad Mini 3, there are some alternative 3rd party alternatives out there to investigate. I use a FiftyThree Pencil with my iPad that is really cool to use. (Unfortunately, I think this specific device has been discontinued.) You might look into the Wacom Bamboo too.
