I cant do anything on my phone to my apple id account because i forgot my screen time passcode or it was changed by a hacker on another device that had gottten into my icloud after hacking my apple id. I want to sign out of the phone but cant because they set the no account changes on my screen time. they selected use on all devices by starting family sharing after getting into my icloud and using it. What do i do to get screen time turned off

Do not reload a backup made when screen time was active. You will be restoring the Screen Time restrictions.
