Only if you have a backup that contains it: https://support.apple.com/en-us/HT204184

Note that if you use Messages in iCloud, your messages are not backed up. Which means once deleted, they’re gone.

Also keep in mind restoring a backup replaces everything currently on your device with only what you had on it at the time of said backup, which can mean current data gets lost.
