Photos Library not compatible after Catalina Beta 2 to Catalina update

My Photos library will not open after installing the full regular version of Catalina 10.15.3. I was running the most up to date version of the Public Beta 2 until a few days ago, and Photos was working properly up until the Catalina install. Attached is a screenshot of the error message. I've restarted, looked for any alternate versions of the Photos library file, to no success. Any ideas?

You can downgrade your Photos Library, if your library is an iCloud Photos Library.

If your photos Library is in iCloud, you can remove the current library to a backup volume, then create a new, empty library and let it sync with iCloud. This will recreate your Photos Library as a regular Photos 5.0 Library for macOS 10.15.3.
