As most users will know by now Adobe applications are not working on OS 10.15 Catlina. If I downgrade to Mojave OS 10.14 will I be able to reinstall my Adobe Photoshop and Acrobat apps?

Outdated versions of Adobe apps will not work on Catalina.

Yes, on Mojave 10.14 it works both the 2019 and the 2020 version of the Adobe apps.
