How do I reset an old iPad Mini is stuck in activation mode.

I think the iPad is registered to my Mom's former Apple ID, but she does not remember any of her account information.

Your Mom may be able to recover her AppleID and associated password here:

https://iforgot.apple.com

Once she has recovered her credentials, you’ll be able to activate/access the iPad - and then follow the correct procedure to prepare the iPad for your subsequent use:

You should be aware that unless you can recover the AppleID and password that were used when the iPad was last activated, the Activation Lock that is currently preventing reactivation cannot be bypassed. We can’t help - and Apple won’t help you.

Your only other potential remedy, if you purchased directly from Apple, is to locate the original sales receipt that shows the serial number of the iPad. The original owner can sometimes use this to prove ownership - upon which it is sometimes reported that Apple may be able to assist.
