Generally speaking, sales made by Apple are final. But, sometimes exceptions are made. So maybe you can get a refund. See Request a refund for apps or content that you bought from Apple https://support.apple.com/en-us/HT204084

You can also use this iTunes Support (form) to request a refund https://support.apple.com/en-euro/itunes-contact
