When I go to my wallet I don't see the + to add a card for Apple Pay

i have changed my i phone 7 to 11 but when i go to my wallet i dont see the + to add a card for apple pay? how do i set up apple pay

Make sure you are using thee same Apple ID ad make sure the region is set correctly for your Apple ID Change your Apple ID country or region - Apple Support
