But, you can sign to other items than Apple, like Netflix and others. As for accessing it, use a hardwire connection or a Wi-Fi connection:

An Apple TV is an Apple device. You can't sign on to Apple TV if you don't own an Apple Tv device.
If you are referring to the Apple TV+ subscription service then you can sign in on the TV website at: https://tv.apple.com even if you don't own any type of Apple device.
