Transferring downloaded music to iPhone from itunes

Hello How do I transfer an album onto my phone that is on my iTunes, I've tried dragging it across to the phone when its plugged into the laptop through iTunes but it comes up with the message

"Turn off cloud music library"

I've followed intructions to turn this off, but its not an option on the settings on my phone? Even though I have apple music?

If you have a subscription to Apple Music then the intended way to get music to the device is to enable iCloud Music Library (AKA Sync Library) in both iTunes and the device. New content you add to your library is either matched or uploaded to your cloud library and then becomes available to stream or download to your device.
