My apple id is registered in USA because my country is not available in regions. And I want to use apple tv+ for free one year with new phone so I need to set my credit card (apple pay is available in my country) but i cant because my account is set on USA so my card gets declined. What should i do?(I mention again that my country is not listed in country / region)

You need a credit card issued by a bank in the country the store is in, and you need a billing address in that country.

I do but it doesn’t work because my Apple ID is set to USA and not to my country because my country isn’t listed in setting even tho Apple Pay is supported here (in my country)
The card and the billing address has to be from the USA to work in the USA store.
