Your iPad Mini is too far behind in upgrades/updates.

You will need to connect your iPad Mini 2 to a computer, connected to the Internet, using the most recent version of ITunes and let the iTunes app do the upgrading/updating of your iPad to its maximum version of iOS, which is iOS 12.4.6.
