If you want to access the internet or use apps when you aren't connected to wifi, you would have to have cellular data on.

Basically when you are not using a Wi-Fi network, and you wish to communicate using a method other than voice telephone.
In addition to what has already been posted, you need cellular data to be on to send and receive MMS (picture texts) and for Visual Voicemail to work.
