IMac with Mojave’s flashing Question Mark in any startup mode

My late 2013 iMac with Mojave shows the flashing folder with question mark on startup in any mode; normal, pressing Option (with a bootable backup plugged in), PR repair mode, or recovery mode.

iMac 27", macOS 10.14

but I also think the OP is having trouble getting to Recovery or their bootable backup, no/yes/maybe?
