drag the contracts from Address Book to the canvas of a Numbers document.
You will have to all Numbers to access the address book in the System Preferences > Security & Privacy

The answer to your question (thanks to the great tech help that I received from Apple Support) is Yes.
Use the "Pages Data Merge" app. Note: Be sure that it will work on your OSx version first.
It will allow you to merge Numbers data into a Pages Document. A fairly simple process. (Arriving at that answer? Not so much. Details below.)
.... alternatively, (a severely limited option), but would it be helpful if you simply "printed labels" for your contacts on plain paper? (that was all I came up with on my own. My answer sucked. So I called support.)
RE: Calling Apple Support. Utilize available resources. Save immeasurable time/stress. (I did NOT regret it and would rate ten stars BTW.)
DETAILS: While experiencing the same dilemma, I was NOT a mac user or fan... I fought kicking and screaming the entire way to the "other side". Converting was huge in my world. Yes. Admittedly, I am now a proud "Mac user". (Thanks, Apple Support dude!) I "get it".
Unfortunately, I still cannot use my nifty numbers sheet ... the "Pages Data Merge" app requires El Capitan 10.13 or higher. (We have El Capitan 10.11.)
Pages app appears in the list, but neither Numbers or Keynote apps appear in the list. Thoughts on how to add them?
Maybe try to drop contacts from Addreee Book onto Numbers to see if that causes a request for access.
