Restoring Permanently Deleted Notes from iCloud
How Do I retrieve Notes that was Permanently Deleted from an iCloud Backup?
Customer tried Restoring from a Recent Backup the notes showed up and then Disappeared and couldnt get them back ?

If the notes were in the backup, and you restored the backup, they should be on the device. If they didn’t come back, there is no way to recover them unless you want to try to restore that same backup. If the device has been backed since the backup was restored, the old backup may have been overwritten and restoring that backup would be futile.
If the Notes were being synced with iCloud, they should return to the device if you enable that again in Settings>Your Name>iCloud>Apps using iCloud>Notes>On.
