When I try to pair the phone with the watch I get a prompt that says my iPhone needs updating. When I tell it to update, the phone says that it's up-to-date. My iPhone 6 is running iOS 12.4.6. Anybody got any good ideas?

The current shipping Apple Watch Series 3 and 5 models require an iPhone 6s, SE, 7 or newer running iOS 13. They will Not pair with the iPhone 6 or older.
If this is the case, return the Apple Watch. Check with your retailer for their return policy. Apple has a 14-day return policy
The new SE is very close to the same size as the iPhone 6, if you want the same form factor. A used iPhone 6s would be even less expensive and exactly the same size as the iPhone 6.
But if you want all the bells and whistles, the iPhone 11 Pro will ring all your bells 💸
