I have an older iPhone 6s that I want to reset before giving it to a family member; however, it asks for a screen time passcode that I don't remember. What can I do?

Do this: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support and make sure not to restore from your backup.
