Should I hear keyboard clicks with volume turned down?

I’ve just noticed my on screen keyboard is making a click when I type, but I have the volume of my iPad turned right down. Is this normal?

Over the years with previous iPads I’ve never bothered having the click on, so I guess it is normal, but I thought silencing the iPad would mean just that.

I can disable the click, but wanted to see if it’s normal first.
