CPU Frequency dropping

Hi,

Since this week I have HUGE issues with my macbook pro 15 2017.

When I watch Youtube videos (or any video streaming website) or use any app that is a little intense like Figma (I'm talking about the desktop app) my CPU frequency drop to 0.8 even tho my temperature is around 60°c.

Even some webpages make my CPU frequency drop!

And some times it just drop for no reason what so ever.

I changed my charging port from left to right, doesn't solve anything.

Also when the CPU drop happens I have kernal_task at 200% or even more (800% the other day) and google chrome helper at 200% while at the same time my CPU frequency drop to 0.8.

And some times even after closing everything it take ages for my CPU clock to go back up.

I've tried reinstalling Catalina, at first it seemed to have solved my issue, and a day later I got the same issues.

So it seems there is an issue with anything related with chromium (electron, brave...). I do not have any issues with safari (Which I did before I reset my mac)

I never had this issue before it just happened one day.

This last screenshot is when I watch a Youtube video:
