Thanks for visiting the Apple Support Communities. I understand that you have pictures on your computer that are not syncing to your iPhone over iCloud as expected. I'm happy to help!

If the pictures were uploaded through iCloud Drive, they would appear in the Files app on your iPhone: Use the Files app on your iPhone, iPad, or iPod touch - Apple Support.

If you'd like to get the pictures into your Photos app on the iPhone, you'll want to use iCloud Photos: Set up and use iCloud Photos - Apple Support.

If you are using iCloud Photos and still do not see your pictures on your iPhone, check out the information in Get help with iCloud Photos - Apple Support and Get help with missing photos - Apple Support.
