Is there a way to see all of my text msgs on my new iPad Air ( uses new ipad OS) that I receive on my iPhone? I could see/send them on my old iPad Air (used OS). I can only send/receive iMessages from other Apple users.

Yes. On your iPhone go to Settings->Messages->Text Message Forward, and make sure your new iPad appears there and is turned on.
