Contacts are neither stored locally on an iPhone nor in SIM. They are synced to an email account that you had Google, iCloud, AOL, Exchange, Outlook, Yahoo or any Other

What happens when you sign in to iCloud and then turn on Contacts ?

How do you know that the contacts are not getting synced in iCloud?

Have you tried singing out of iCloud and then signing back in? Have your tried Settings ➔ Apple ID (Your name at top) ➔ iCloud ➔ Contacts and then turning that switch OFF and then back ON again?
