I am getting a new iphone and i need help before i buy it , I need to know if it’s second hand device or refurbished. I also want to know if there is any difference between the us and international version of the phone “in Ireland “

Apple offers either new or refurbished iPhones from their online store. You would have to specifically go to their Refurbished Store for used models, otherwise they only sell new models at the online Apple Store.
You will also have to shop at the specific Ireland Apple Store as Apple does not ship to other countries. For example, if you try to purchase a phone at the U.S. Apple Store, they will not ship it to Ireland. Any phone differences would be based on that countries requirements, otherwise the phones will be nearly identical.

Where are you getting this phone from? If it is from an Apple Store or authorized reseller, then it would be a new phone. If from an individual, then it will be second hand. There is no international version of an iPhone. An unlocked phone can be used in another country.
