Disabled account

I am unable to purchase or download anything as a message keeps coming up saying that my account have been disabled in itunes and app store. I have tried to update my payment information but this didnt work. Any knowledge on how to fix this please? I am unable to complete time sensitive work due to this issue.

According to: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

"When you see the message, don't try to edit any of your account information. Instead, contact Apple Support for help."
