Whenever I fullscreen any app, it gets moved to the right of the last desktop I have open, no matter which desktop it originated from.

(Macbook Pro 13, Late 2016 edition)

Basically what the title says. It gets especially frustrating because I usually have like 4 desktops open at all times (organization into different things), so when I fullscreen something on Desktop 1, it moves all the way to the right of Desktop 4. I called with Apple Support and tried resetting the PRAM, restarting, removing desktops, closing all my apps, updating the OS... practically everything I could think of besides resetting my laptop and restoring from a backup.

Also, it doesn't affect other users on my laptop, simply this one.

What should I do?

Apple Menu > System Preferences > Mission Control.

Try checking the box 'Automatically rearrange Spaces based on most recent use':
