I restarted my settings an hour ago, no progress has been made, should i be concerned?

I only used that procedure once (many years ago on my iPhone 5) and, for what I can remember, the procedure ended very quickly, without any problem.

What's happening to the bar under the Apple Logo? No sign of life?

If everything is frozen, have you already tried a "forced" restart, using these instructions?:--> Force restart iPhone – Apple Support

What procedure did you use? Why do (did) you want to Reset All Settings?
