If you can't update to iOS 13 maybe because:

You have an iPhone 6 Plus and not an iPhone 6s Plus, see Settings > General > About > Model > ?
You have iOS beta running, check Settings > General, and tap Profiles & Device Management
You do not have enough free space on iPhone
You are not connected to the Internet via Wi-Fi
