See if you can find out who the developer it (probably the name provided on the App Store). Then contact them, asking them if t is an option.

In the mean time...

Provide Apple Feedback:

Inform Apple of these apps not having the option for sound. They will look into this, the more they hear of this. So, do your part, and Use the iPhone Feedback site, as there is no direct feedback site for the iOS App Store In general.

2. Select: "Feature Request" for the "Feedback Type"
3. Proceed from there as necessary.

Not unless the app developer coded that functionality into their app.
