Archive the iCloud data to be on safe side https://support.apple.com/en-in/HT204055

Before downgrading the storage plan https://support.apple.com/en-in/HT207594

The iCloud data that exists on the server will stay when the storage is in designated limits it could be free 5GB or the next plan you are using , as soon you exceed the storage limit and you don't purchase the new storage plan https://support.apple.com/en-in/HT201318

That data will not stick on iCloud .
