I recently updated my i cloud storage size from 5gb to 50gb, however all my photos are not saving to icloud that i already had on my phone

how do i get the remaining photos on my phone to the cloud

What do you mean by saving?

You're either syncing photos to the cloud via this Set up and use iCloud Photos - Apple Support

Or you're backing up your device to the cloud via this What does iCloud back up? - Apple Support

Which are 2 different things.
