Siri suggestions showing up on ipad Safari Favorites page when all Siri Functionality is turned off?

With the ios 13.5/13.5.1 updates this past week, Siri suggestions started randomly showing up on my ipad Safari Favorites page. I have never used Siri and it has been turned off on all my devices at all times. It is still turned off in every location possible on the ipad and when the suggestion shows up (which it does not every time I launch Safari) there does not appear to be any way to edit my preferences from the suggestion itself. Since this is not showing up every time I launch Safari on my ipad I am thinking this is a bug. And yes, it happens on a second ipad I own that is the exact same model and configuration. Does not happen all the time, so it would appear that it is not an incorrectly configured setting. Please skip the "did you check" suggestions and instead I'd like to hear if anyone else has noticed this since the 13.5/13.5.1 update? Thank you.
