Cannot access toolbar at bottom of window by dragging cursor to bottom of window using touchpad.

Cannot access toolbar at bottom of window by dragging cursor to bottom of window using touchpad. Trying multiple times, the one out of 20-50 attempts the cursor brings up the toolbar.

Need that feature, but is there any other way to access toolbar (applications that have an icon there)?

Sounds like you are talking the Dock.

Apple -> System Preferences -> Dock gives you full control over it. Shifting the position on the screen usually fixes it. And turn off magnification. Magnification can mess things up. Especially if you have a secondary display.
