Photos on iPhone XS Max not uploading to iCloud

I just upgraded my iCloud storage to 200GB. Photos on my MacBook and iPad are uploading to iCloud (I see the progress at bottom of photos). However, my iPhone photos are not uploading to iCloud (message at bottom of photos says “Restore from iCloud paused manage storage not enough iPhone storage”). iCloud backup isn’t turned on on any of my idevices (iPhone, MacBook and iPad). My iCloud storage shows 5GB out of 200GB used. How do I fix this and get my iPhone photos uploaded to iCloud?
