How to clear Purgeable storage

After cleaning my drive (and emptying the Trash) I have 481GB of "purgeable" storage that is filling my hard drive and preventing Time Machine from being able to complete a backup...have tried several suggestions to clear it (create big file, secure erase, etc) to no avail. Looking for suggestions.

iMac running Mojave 10.14.6

1TB drive - reports 575GB Available but 481GB Purgeable - so only about 90GB really available...
