System preferences: security& privacy. General tab. The check box for password and also the change password are not protected behind the lock/unlock. changes can be made without using the password. I have upgraded to OS 10.15.5 and have the same problem. Is this normal? I seem to remember that I always had to unlock with a password to make any security changes. What has happened?

you can't change the password or turn it off unless you have the old current password so theoretically it is behind the lock
