Changing Startup Utility Settings for Apple Pay

I need to change my Startup Utility Settings to set up Apple Pay. I've gone into recovery mode and changed the settings to Full Security. I still can't set Apple Pay because it says my settings need to be changed. Am I reading this correctly, that this can only be done for Apple Pay at system installation? That's got to be wrong. Who would create a system like that?


Any suggestions on how to get Apple Pay on my 2019 MBP would be very appreciated.

Yes, it is, but in System Preferences, if I go to turn on Apple Pay I get this



All the instructions seem to indicate that this can be changed in Recovery Mode in Startup Settings Utility. I did that changed everything to the default settings including Full Security, but the System Prefs behavior doesn't change. I thought I saw in passing somewhere, though I can't find it now, that this could only be set at system installation, but I find that hard to believe.
