See 'Your account has been disabled in the App Store and iTunes' https://support.apple.com/en-us/HT208856. This link says: "There might be a problem with the payment method that you have on file. When you see the message, don't try to edit any of your account information. Insteadcontact Apple Support for help.”

If you connected the device to a computer , Mac or PC, running iTunes, and iTunes did not detect the device and provide a pop up with what to do next, then with the device still connected Press and quickly release the Volume Up button. Press and quickly

release the Volume Down button. Then, press and hold the Side button until the iPhone restarts.
