Macbook Pro doesn't update after restart.

My Macbook Pro keeps telling me to restart in order for the update to start but instead of updating it just restarts. I can see it wanting to update for a second before the screen goes dark and it restarts. I have restarted several times but nothing changes and nothing updates.

I am currently at OS Catalina 10.15.4. and it should update to 10.15.5.
